We will be using the API to add hours on behalf of some users who are fully dedicated to a project, but don’t want to interact with the service. So is there any way to submit, approve or lock hours through the API or automatically?

Adding time for others is a paid feature. This API endpoint works only for workspaces that have an active paid subscription. Please note that these users still need to be invited and joined to your workspace in order for Admins to be able to add hours for them.
Also, it is not possible to submit, approve or lock time entries through the API yet. You can only get timesheet approval requests through API at the moment. Here you can see more about this request.
