We want users to be able to enter time manually in HH:mm:ss, but we want our reporting to have the option to be displayed in decimal hours. This is easier for us when it comes to billing. Currently, we always have to use a calculator and it is prone to user error.

You can consider turning on the decimal format in your workspace settings when pulling the reports and changing it back to full format after you finish.
Decimal format extra feature available on any of our paid plans.
